Public Officers’ Non-Compliance To Declare Assets Worries CSAT

A governance watchdog has expressed concern over what it calls the failure by the Public Appointments Committee of Parliament (PAC) to take action against public officers that are not declaring their assets.

Executive Director for Centre for Social Accountability and Transparency (CSAT), Willy Kambwandira has told Zodiak, that the committee has not shown commitment to issues that were raised in a petition sent to the committee in April last year.

In the petition, CSAT made several demands among them asking PAC to publicly disclose the names of officers including Members of Parliaments who fail to submit declarations of their assets.

“We fear that there are a lot of public officers that are not declaring their assets and we have not seen any genuine sanction being taken against any public officer,” said Kambwandira.

The Committee’s Chairperson, Joyce Chitsulo, however, said PAC is yet to get a progress report on how public officers have performed with the declarations from ODPOD.

Chitsulo told Zodiak, Members of Parliaments are now complying by submitting their assets.

“We are likely to meet the office of Public Officers Declarations in two weeks time on how compliance rate has been done”

Chitsulo, on the other hand, indicates that all members of Parliament have now submitted their assets to the ODPOD.

“If you talk of Members of Parliament, there is 100 percent compliance, everyone has submitted” added Chitsulo.

The closing date for submission of assets by Public Officers was 30th April 2022 but it appears a majority have not complied with the directive.
