Government Urges Councils To Check Against Handing Over Unfinished Projects

The Ministry of Local Government has instructed local authorities to ensure development partners finish all essential facilities that would make their structures function immediately after handover. 

The Ministry’s Spokesperson, Anjoya Mwanza, told Zodiak Online that various councils have had structures which remain idle due to lack of essential facilities, hence the move.

“There have been times when we have had structures that have been erected but remain idle due to lack of essential facilities.

“We guided the local authorities that they should make sure that partners take care of all essential facilities when providing structures so they function immediately after handover.

“We therefore urge the councils to look into this whenever they are planning,” explained Mwanza.

She added, “a classroom would be complete with desks in place similarly a health post would not be complete without water."

Nsanje District Commissioner, Dr. Medson Matchaya, has acknowledged receipt of instruction on the same.

“The Ministry says we need to plan a fully funded and implemented project. In the past our behaviour has not been good.

 “We have been constructing these structures, for example a school block for example without desks, a beautiful classroom and you have pupils sitting on the floor not good at all. Or a beautiful school block without toilets, doesn't make sense.

“This time we are saying if we are not careful we would have structures but fail to operate them due to lack of essential supporting services; water, furniture, toilets and other prerequisites, suitable for developmental projects,” said Dr. Matchaya.
