OPC Redeploys 10 Principal Secretaries

The Office of the President and Cabinet (OPC) has reiterated its commitment to enforce the public sector reforms in government ministries and departments (MDAs).

OPC communications officer Robert Kalindiza has sounded the sentiments following the redeployment of ten principal secretaries told different ministries.

"The changes are part of the process of ensuring efficiency in the Civil Service which is part of president Chakwera's vision," Kalindiza added.

Among the changes Charles Kalemba who was the Commissioner for the Department of Disaster Management Affairs (DoDMA) has been moved to Ministry of defence.

The redeployment of the 10 principal secretaries has seen Steve Kayuni who was the Principal Secretary for legal affairs replacing Oliver Kumbambe in the Ministry of Homeland Security.

James Chiusiwa who was the Principal Secretary in the ministry of Local government is now The Commissioner of DODMA taking over from Charles Kalemba.

Center for Democracy and Economic Development Initiatives executive director Sylvester Namiwa has described the redeployment as political appeasements.

"We believe that the deployment process is not a solution to the challenges that have marred government ministries and departments," Namiwa said.

There has been resistance in the implementation of the public sectors reforms in most MDAs citing lack of legal framework and policy as some of the major reasons.
