CAF Urges Shift from Armed Police to Stewards for Matchday Security

The Confederation of African Football (CAF) has called on football associations across the continent to reduce reliance on armed security personnel during football matches and instead empower trained stewards to manage stadium safety.

Speaking during the opening of a CAF-sanctioned three-day stadium safety workshop, CAF Safety and Security Officer Xolile Nokuthula Vilakati said the visible presence of armed police can create an atmosphere of fear among fans. She emphasized the need for a more fan-friendly approach to matchday security.

“Armed police officers tend to instill fear in supporters, which can spoil the matchday experience, instead, we are encouraging football associations to train and deploy stewards and team representatives, who usually have a better relationship with supporters and can manage security issues more effectively,” said Vilakati.

The workshop, which is being held under the theme ‘Promoting Stadium Safety Culture Across Africa’, is aimed at strengthening stadium safety protocols and shifting the security approach from force to community-driven solutions.

Football Association of Malawi (FAM) First Vice President, Christopher Madalitso Kuyera, who officially opened the workshop, said the association is committed to working with all stakeholders to improve safety at all levels of the game.

“We will engage key stakeholders, including law enforcement and private security providers, to ensure that we maintain order while also preserving the enjoyment of the game, our goal is to enhance security while addressing acts of indecency and violence that have occasionally marred local football.”

The workshop has drawn participation from 40 delegates, including representatives from all sixteen Super League teams, the police, private security firms, and gate management companies. Participants are expected to undergo intensive training on modern stadium safety practices, stewarding roles, and emergency response protocols.
